Annual Awards

NCPA’s awards honors the expertise, leadership, and everyday excellence of perinatal professionals across North Carolina. By recognizing members who go above and beyond for birthing people, babies, and families, we celebrate the strength of our statewide community and shine a light on the impact of their work.

Partnership Conference Scholarship

The Ann Wolfe scholarship fund was established in memory of former board member Dr. Ann Wolfe and was made possible through a gift from the estate of Dr. Wolfe.

The scholarship is awarded annually to health department staff serving in women’s or children’s health employed in North Carolina. The 2026 scholarships can be used to cover registration and travel expenses for the NC/SC Annual Perinatal Conference. 

Two scholarships are offered as a reward and a form of recognition for staff employed by local health departments in maternal and child health programs. Nominees should have demonstrated commitment to improving the health and welfare of women and infants in North Carolina. Membership in NCPA is strongly encouraged.

2025 Scholarship Recipients

Crystal Rackley

Guilford County Health Department

Crystal Rackley is a licensed clinical social worker in North Carolina specializing in prenatal and postpartum mental health care. With a Bachelor’s degree in Social Work from Winston-Salem State University and a Master’s from the University of Maryland, Baltimore, she has over a decade of experience in child welfare and community-based outreach. Her work focuses on reproductive health, interpersonal relationships, and maternal wellness, ensuring optimal birth outcomes for expecting mothers and their families. Crystal is pursuing PSI clinical track certification and is a certified postpartum doula through DONA International.

Angie Leamy

Johnston County Health Department

Angie Leamy is a registered nurse with 33 years of experience across labor and delivery, maternal care, wound care, home health, and medical-surgical nursing. In 2023, she earned her Credentialed Public Health Nurse designation and has since dedicated her work to care management for high-risk pregnancies. As part of the CMHRP program, Angie helps expecting parents achieve positive outcomes through education and connections to community resources. She is passionate about maternal and infant health and enjoys spending time with her family, including her husband, children, and grandchildren.

Baby Booty Awards

Any NCPA member may nominate an individual/organization for a Baby Booty Award. Please share a nominee recommendation to the Awards Committee providing reasons and examples as to why your nominee deserves the award.

Business & Industry Award

Iredell Health System- The Birthplace

This award recognizes a company located in North Carolina that has significantly impacted perinatal health for families, women, and infants.

This may include businesses with family-friendly policies, including family leave policies, daycare, and support for breastfeeding.

Medical practices are eligible for this award.

Legislative Award

Representatives Kristin Baker; Donna White; and Kyle Hall; Former Representative Ashton Clemmons for sponsorship of the HB608 - Dignity for Women Who are Incarcerated

This award is presented to a local, state, or national legislator with a history of supporting or introducing bills/policies which promote the health and well-being of mothers, fathers, infants, and families.

Examples include; boards of health, county commissioners, city council members, and state and federal legislators or staff.

Team Award

Project Nurturing Asheville Families

This award recognizes a regional or local team of providers (nurses, educators, doctors, pharmacists, social workers, etc.) who make an impact on women and families during the perinatal period.

Individual Award

Georganna Cogburn

This award is presented to a person who positively impacts the outcome of the perinatal period and/or has established innovative programs or has contributed to the body of knowledge through research.

Special Recognition Awards

Tomeka James Issac, Founder: Jace’s Journey

This award is not recognized every year. It is typically awarded to an individual, program, or group that does not fit in any of the other award categories but is worthy of special recognition by NCPA for service to North Carolina mothers and babies.

Ann Wolfe Achievement Award

Amy Hendricks

Amy is passionate about fetal alcohol spectrum disorders (FASD) prevention efforts and  has expertly educated thousands of professionals across our state over the past 15 years. Her dedication and commitment to the prevention of alcohol exposed pregnancies and understanding of FASD is unrivaled; she has a reputation of excellence and is a guiding force in the health of mothers and children. Amy is a fierce advocate for public health issues across North Carolina and beyond. Her many years of service have encouraged many providers to work together as teams to prevent alcohol use during pregnancy and postpartum. 

The North Carolina Perinatal Association congratulates Amy on this award, and we look forward to many more years of energy and enthusiasm to help moms and babies!
